According to the Town of Paradise Website, there is supposed to be a "Tot Lot" along this road. A "Tot Lot" is a small playground with swings or other play equipment for children.

Rarely go through Westboro myself but I know that last time I was on a Richmond Road bus passing by, there was a wrecking team working out of this parking lot, could anyone else confirm if building still physically exists as of now.
