Re-added "boundary=protected area", since the area is a nature reserve and, per the OSM wiki's definition of that term, therefore is (also) a protected area.

Isn't it redundant to represent Victory Park as both an area and a point?

Changed "website" tag to "url". Seems more appropriate, since the IDNR page is more of a description than an "official", dedicated website.
