There is indeed a small sign "11th St" visible in some old street level imagery at a foot path, and Bing shows some work going on, compared to older aerial imagery. Tiger Roads 2019 has the 11th St.

Could you make some new street level pictures and upload them, e.g. to Mapillary?

This CS is a particularly nasty one among the malicious landuse deletions.
I deletes the landuse relation, and creates a few bogus ways, only tagged with "note=farmland in relation", however they are not in any relation.
One relation deleted in this CS, none created, thus this is intentional, camouflage damage.
The relation was deleted in an earlier CS of this user, restored by a local user, and deleted again.
A meadow was set to the meaningless landuse=fixme:meadow
