relation/2017003 is admin-level 8 boundary that is VERY rough (and even cuts out part of the island. relation/3789009 is very exact on the island. It might be reasonable to change relation/2017003 to match 3789009 and delete 3789009 then as dupe?
Or is the existing boundary for some reason like this?
