Remove another stray section of highway that was in the MS 44 relation

Upgrade Pleasant Hill Road to Tertiary. Upgrade US-82 through Reform to trunk

Fixed a primary link to a trunk link in a section I missed in the previous changeset.

Upgrade US-80 through Uniontown to Trunk

Upgrade US-45 from SR-158 to Mississippi to Trunk

Upgrade US-98 from MS/AL Border to I-65 to trunk

Tweaks to Bouie River. Hopefully I did things right. If not I will revert.
