Another MS 42 fix

Another small MS 42 relation fix. Sorry for all the small changesets.

Fix the part of the relation I broke in the previous changeset.

Remove a couple demolished sections from the MS 42 relation

Attempt to update the MS 42/I 59 interchange to reflect the current state of progress

Removed duplicate, broken, and incorrect admin level = 9 boundary around Mississippi State University

Changed MS 12 from trunk to primary. US 82 and MS 25 are a better trunk routing around Starkville.
