On aerial imagery, Hathaway is divided by a raised median at this intersection, and Santa Clara is not a divided highway. It is currently drawn the other way around and looks wrong. Also, routing at the intersection is broken.

This is still just an ordinary sidewalk, isn't it? Has something changed recently? It's legal to ride bikes on most sidewalks in Alameda according to the city code but that doesn't make them cycleways.
