- creative work is protected by default, lack of anything indicating copyright status does not mean that it is not copyrighted (Since March 1, 1989, no copyright notice has been required in USA for copyright to apply)
- in USA facts and collections of facts are not protected unless creative (database right and sweat of brow legal doctrines are not present ), so it may or may not be allowed
- copying external data into OSM database requires following osm.wiki/Import/Guidelines

Looking at http://resultmaps.neis-one.org/osm-discussion-comments?uid=478872 they are in habit of ignoring comments and importing invalid data - see say changeset/71770041

Where is the import documentation for that edit?
