I found https://www.inseed.td/ with "All Rights Reserved" in footer what seems to indicate that this data was not suitable for use in OpenStreetMap.

Also, doing this is responsibility of whoever makes import anyway.

Can you read and follow instructions there? Especially parts of documenting import and describing what actually happened and asking editing community whatever it is desirable to perform it?
