Why this import added object contrary to its documentation?

1) "description=Primary Health Centre" - this kind of tagging was not documented at osm.wiki/India_Health_Facilities_Import and is not a proper OSM tagging

2) "amenity=clinic / hospital & healthcare=center " - so why node/7229411069 is without both amenity=clinic and amenity=hospital?

(BTW, what is the meaning of healthcare=centre? How it differs from amenity=clinic and healthcare=clinic or amenity=hospital and healthcare=hospital - for now I created healthcare=centre documenting that meaning of this tag is unclear at best)

Note that it is possible to making something public is not licencing it as public domain.

For example there are many Youtube videos made available to all that are still fully copyrighted.

Data must be on the ODBL-compatible licence, not just public to make using it OK.

I changed tagging to building=yes

Initial tagging was area=yes so I decided against making just a revert

I think that cutting=yes is usually used for such things.

Maybe proposed:cutting=yes if someone likes namespaces.

(I encountered this because I was fixing railway=tram construction=tram type of tagging mistakes and this is railway=proposed construction=* way)
