It is possible that other edits done in changeset/99484665 were also not harmful but this edit was also done in violation of osm.wiki/Automated_Edits_code_of_conduct (or it was manual edit, made in way that looks like automatic, without proper changeset splitting at the same time as making "selected by overpass, checked by python, uploaded manually" automated edits)
