Mass scale destruction of data without manual checking to make space for import seems like a terrible idea. I partially reverted this edit as according to osm.wiki/Proposed_features/Romania_CLC_Import linked in tags added by this edit it was done without checking what is destroyed.

Now I am guessing that it is a pedestrian square with some steps, enough to mark it as steps=yes but not enough to mark it as highway=steps. And that highway=steps was avoided as it is unusual to tag highway=steps areas?
