This road starts as a highway track (if it even exists) I don't know how it continues but it definitely doesn't start as highway residential.

According to sign yes. But sidewalk is very narrow.

FIXME: track is actually conncted to sidewalk here with path. Which can be walked. Driving would be difficult because of the gradient.
