Although I actually like the approach: "Unnecessary outdated data does not belong in OSM" (my free interpretation of [1]). Regarding telephone numbers: Hyphens are usually used in the number range +1. This also corresponds to the international format that the parser from Google [2] outputs. This parser is the reference that is referred to in almost all programming languages when it comes to formatting phone numbers. I am value-free whether spaces or hyphens are used. So far I only know the concept that these two tags are synonymous and have accordingly removed one of the two. 2nd and 3rd: I don't get the point of these concepts. Are there descriptions in the wiki or somewhere else that explain the advantages and use cases? 4. You are right. However, since ITU-T E.123 is the standard in Hong Kong [1] and this format is also preferred for OSM, I took the liberty of changing it.
