You can get in trouble if you are trespassing into other restricted facilities too.
The article is about its historic interaction. It's at most classified as paramilitary, which can include anything from SWAT to guards.
European `military_service=gendarmerie` belongs to the armed forces.
Doing so obscures the difference between eg Russia's GRU and SVR.

Besides there would be `military_service=` and `service_branch=` for actual military intelligence. CIA is not even a uniform service. At least NSA (and DIA or NRO) is in DoD, but it is still debatable.
https://osmlab.github.io/osm-deep-history/#/way/186034091/ was changed recently. While `=government` or `=governmental` is not popular, there is `=institutional` and `=civic_admin`.
The level of security doesn't mean it's `=military`. Eg nuclear research; or mint, gold, and banknote printing.
