The street name signs will appear for ground level only. I believe this is the case for Kowlooon City Roundabout. They only have `name=` for routing or common sense (which can still be doubted as there other possible names for them), or to improperly fix warnings. So they might only be included in the `=highway` . |

I don't know if you are from Hong Kong, but even people here may not know there's a specific legal meaning to streets and street names. `name=` should be reserved for that. It's the one signposted on street name signs, which is also the decisive factor for `name=` from the ground-truth principle in OSM.
