It's not valid to use `layer=` on the `building=` here anyway. There is a `bridge=yes` + `layer=1 ` connecting to it.

Again please don't blindly follow edit suggestions. Adding `layer=` to `amenity=shelter` doesn't make sense. For `building=roof` , It is enough to make the `=footway` as ` covered=yes` , but here the `footway=sidewalk` should be aligned around it.

Or `indoor=yes` or `tunnel=yes` . Depending on interpretation.

Please don't mindlessly add `layer=` to `building=` . Some roads should be `tunnel=building_passage` instead.

1. I'm not the one who added it. I believe Sha Tau Kok may be due to the tourism allowed. Sha Ho Rd is a border crossing that will be `=permit` the same as others.
2. The signage unfortunately isn't conclusive, because of how `=permit` is defined. HK and UK etc uses "except with permit" signs which are not `=permit` that everyone can apply easily. They are usually `=private` .
3. Relevant businesses can be considered `=private` . It's the same as residents. This permission is per-case. You can't simply start a cross-border bus business to there, unlike other border crossings where you can rent tour buses across the border.

Lantau. And ones you can drive to after applying, eg HZMB, and Shenzhen Bay.
