You confused the Kom Tsun St decked nullah's culvert, and the drainage tunnel. The nullah culvert of course releases directly the sea to the east. The drainage tunnel needs the shaft outfall on the west in a small "bay", because it's an inverted siphon from deep underground. There is no connection between them as I understand.
