Updated the operator:passenger tags for the Needham Branch to be "MBTA" instead of "MBTA Commuter Rail". Additionally, added network=MBTA (and related network tags) to the rails to make it consistent with other branches.

Change operator on Boston Subdivision trackage from CP 3 to CP 45 to the MBTA. This trackage was purchased from CSX in 2012 and operations were switched to the MBTA in 2014. And additional changeset will follow to set the old operator tags.
