Change closed road island to building

Add Ortsverwaltung, Gemeindehaus, their parking lot and fix building outline

Fix track type and surface. Also remove connection to track road through forest; the path ends at the forest boundary.

Add power pole. Move boundary of residential area slightly out of the way so the pole is not merged with it.
