Updating this to remove subjective information - and changed the wording in regard to the PEC - as it's quite uncommon to find hardware shops where you get information regarding the PEC from an University Degree Electrical Engineer

Finally got it worked out... the old street this was Juan Luna Drive, connecting Harrison and Kisad, when Juan was moved it retained this name, for a while and then the original became Shanum and the moved by 100m retained the Juan Luna Drive..
