The whole session road up to SM is alternative named "Lower Session Road" - who named the Rotunda "Upper Session Rotunda" didn't know so adding the alt name so it's clear for everyone this is all "LOWER"

The PIO of the city of Baguio clearly refers to this very consistently as "Session Road Rotunda" and not "Upper Session Rotunda" - so I change it to be 100% in-line with the PIO of Baguio City naming reality on the ground
