This is the "Queens Pier" Which is currently, slowly, under reconstruction thanks to the Queen's Pier Restoration Trust.

Queen Victoria had visited this place with Prince Albert. Albert walked up the hillside for a view of the north and so they built a tower on the hillside called, "Albert's Tower"
