In my opinion, the relation/14262940 is mapped incorrectly. A sidewalk or bikewalk should be used for a sidewalk that can also be used by cyclists. For example, on the route: 469403973.
This is definitely not a cycle route. I'm not on site, maybe someone from Uelzen can take a look.
