Field=yes has another meaning. See field=*.
Outside the philippines it is used like that.
Please return your mapping to landuse=farmland and maybe crop=rice

you can find all officially defined NHs in the page osm.wiki/Talk:India:National_Highways_(statewise).
The last time MORTH listed all NHs was in august 2015. All Nhs which were defined from august 2015 up to now are listed in this talk-page and can be found by egazette as described in the page.

The NH543 was defined from MORTH in the document http://egazette.nic.in/WriteReadData/2016/170223.pdf
