Updating reduced speeds and lane count for Loop 303 at I-10. Freeway expands to 4 lanes with no. 1 left lane for Loop 303 continuance, no 2 lane for I-10 west junction, lane 3-4 for I-10 east junction. Speeds reduce as freeway ends.
