Is there a connection between the path and under-construction road here? Perhaps emergency service access?

Double-check maxspeed here. Mapbox Satellite imagery appears to show a 20 mph roundel on the road, not 30 mph.

Does the path to the west here connect to the road? Is there public access on the path either side?
