I'm not sure the ref=WA99 is needed anymore. old_ref=US99 is there now. We do use ref for bike routes. See relation/7572307#map=14/48.5207/-122.3351 for US Bike route 95.

TIP: It appears that one of the buildings is actually just a roof over the gas pumps. If so it should be tagged as building=roof + layer=1 ( The layer allows drawing service lanes under the roof without the editor complaining.
