Also this looks like a city road so there is no need for the access tag the other user added.

I'm not sure what you mean when sections of the footway are tagged as layer=-1. A negative layer usually is something underground or below a bridge. Let me know if you need help sorting this out.

This is most likely a service road. Unclassified is just a rural residential road. OSM road classifications are based in England where OSM started. I would suggest changing it back to a service road.

I removed the private beach way. Washington State law isn't clear on beach ownership. Also the way isn't an appropriate method to tag a beach as private.

Removing the footway is appropriate in your first edit.

It looks like you added Bainbridge Endodontics twice. I removed the one for the building since I suspect it contains multiple businesses. I also removed the hospital tag since this isn't a hospital. Let me know if you don't agree with my changes. I'll send you more info on OSM in a message.

TIP: Use access=no to indicate park is closed or use opening_hours=closed. Which ever seems most appropriate. County GIS records often have park boundaries that can be added to OSM. Let me know if you need help adding them.

Please note that RCW 46.04.420 states "Private road or driveway" includes every way or place in private ownership and used for travel of vehicles by the owner or those having express or implied permission from the owner, but not by other persons." Not as you stated in the changeset comment. Since this road exists, I'd recommend adding it back with the tag access=permissive

Can you review this edit. One example, you removed a trail marked with a sac_scale=mountain_hiking which indicates that it is difficult. Just because it isn't on park records doesn't mean that it doesn't exist.
