Can you check the location of the trailhead? It appears to be in a restricted area. Shelton View Forest is to the west of this location.

Trailheads should be a node on the actual trail and tagged has highway=trailhead. See highway=trailhead

Yes the razed tag doesn't conflict with the new usage. I believed the Burke Gillman trail is tagged like that, although I haven't looked at it in a while.
