Typically sidewalks are mapped as highway=footway + footway=sidewalk. Paths are what we call trails in the US.

I would recommend adding the tag tactile_paving to a node at the end of the sidewalk where it meets the street or service road.

You can easily add the speed limit with the tag "maxspeed=35 mph". Since I haven't driven in the area for a number of years, I'm reluctant, but if you know the speed limit is 35, please go ahead and add it. Let me know if you have any questions
