OK, I've fixed Haslewood Road.
The original data contained two highway=traffic_calming nodes next to the road, so I connected them with the way without understanding that they meant two different directions of the same obstacle.. I've now merged them into one node.

reg. "philosphy of mapping":
I guess each mapper has one, but I don't think that I will ever be able to describe mine or understand those of others.
I just try to improve the data in OSM and the tools around it.

OK, I am not a local, I just thought that maxspeed=1 must be
a typo. Other mappers use maxspeed=* to indicate
that the road should not be used, so I try to be careful.

typos or mistakes or an unusual method to avoid that routers use the way, but maxspeed is also
used on railways, so one has to be careful.

You can never be sure what routers do.
If you think that the road is not usable
I suggest to map it as abandoned or disused. Depends on the reason for the bad status of the surface.
