Is is rarely used and not clear.
Did you mean something like highway=dismantled or maybe
historic=highway ?

It seems to be a bridge which is no longer in use because a newer one was built.
Is the old one really something like
historic=* ?
If not I think one of the documented tags
highway=disused or abandoned
is better.

I saw it in Bing aerial images. If those are out-dated, please remove it again.
