I understand, but the surface doesn't say what the "importance of the road" is. It might still be a highway=unclassified. The tag highway=track implies that the road is for "mostly agricultural or forestry uses"
which may not be the case when you reach a camp site on it. Of course I don't know if this camp site is in use and what kind of vehicles go there.

Thanks for getting back on this. I wrote the way is obsolete, obsolete means can be removed. The node with highway=turning_circle implies that there is an area like this. Why do you think that this turning_circle is special?

I didn't check each one, but a few looked like highway=track to me. I have no idea why Philippines mapping conventions should be much different to those in other countries.

Well, I am not a local, so I don't know if that is normal. I live in Germany, here you can reach a camp site on a normal road, typically unclassified or residential, and probably with surface=asphalit ;-)

I found a few places where you changed a highway=residential to highway=turning_loop.
This is not a good idea. The tag
highway=turning_loop should be used
on a single node when you don't want to draw the loop as a way. In your case, e.g

the way might be a highway=service, service=driveway if you think that highway=residential is wrong.
