Zusammenfügen solltest Du nur Teile,
die völlig identische Attribute haben.
Dabei muss man sehr aufpassen,
es kann sein, das z.B. ein Teill zu einer Busroute gehört und ein anderer nicht.
Faustregel: Zerschneiden ist recht unproblematisch, zusammenfügen ist mit iD sehr problematisch wegen (noch) fehlender Plausibilitätsprüfungen.
Ich kann es gerne noch mal drüberschauen, wenn Du fertig bist, gib einfach Bescheid.

Ich kenne mich vor Ort nicht aus,
welcher Weg wozu gehört, weiss ich leider nicht.
Ich würde vorschlagen, zunächst die associatedStreet Relationen durch addr:street an den Häusern zu ersetzen, sofern die nicht eh schon passen.
Dann den Weg/die Wege an den Stellen splitten, wo der Name wechselt und anschließend die Stücke neu benennen.
Am Ende noch mal sicherstellen, dass auch alle Addressen entlang der Wege stimmen.

In Bing, the way looks like a turning_loop, not like a turning_circle or roundabout.
Both attributes turning_loop and turning_circle are for nodes, so I think
the previous value residential was good.

I think of
maxspeed=45 mph; 40 mph; 35 mph; 45 mph; 45 mph; 45 mph; 45 mph; 45 mph
as a list of maxspeed values separated by semicolon. They are often produced by merges of different ways, sometimes by unexperienced users trying to map traffic_signs.
You also often see something like
oneway=yes;no or
surface=paved;unpaved
There are not many tags for which such a list makes sense.
