I've noticed a few ways in this area with highway=passing_place.
I guess you meant path instead? In case of way/571570144 I'd say it is a hw=service,
the other two near way/591546123 are not clearly shown on sat images. The position of the buildings in this area doesn't nearly match the sat images. Why?
