If you want to map the area please don't use highway. You may use area:highway=footway for this.

There is no need to draw a polygon to map a sidewalk, you can simply add
sidewalk=* tag to the corresponding highway=residential.
Example:
Instead of way/522955616
you can split way way/23067832 at node node/633212855
and add sidewalk=right to the eastern part.

I think I was able to restore most of the data deleted data, so I hope the remaining damage is very small :-)

Why did you change contstruction=rail to highway=rail ?
When construction is finished you can simply remove the construction tag.
