I agree that this segment of CA-168 should be classified as primary for being a road of regional importance as well as providing connectivity to minor population centers. (osm.wiki/United_States/2021_Highway_Classification_Guidance#Primary)

While I agree with you that this segment of CA 168 (as well as all other segments of Highway 168 between here and Kaiser Pass Road) should be marked as Highway=primary (because of its regional importance in servicing minor population centers see: osm.wiki/United_States/2021_Highway_Classification_Guidance#Primary), there has been much discussion over this question. Please make a FIXME tag on this topic to bring this question to other mappers if you agree.

Hello archpdx,
Thank you for reviewing my erronous highway tags. I understand now that highway tags should not include "islands". In your opinon, should the segement of Millerton Road between the town of Friant and Winchell Cove Road be marked as Highway=Primary since it is a road which provides connectivity to minor population centers? The lowest maxspeed on this route is a speed limit of 40 mph.

According to California guidlines (osm.wiki/California/Map_features#Highway_classifications) this portion of Stump Springs road, having two lanes and a speed limit greater that 35 mph, should be a secondary highway. It is marked as a tertiary now until review.

This section of CA 168 is known locally as "The Four Lane" and has been called that by the county sheriffs department, how would I edit the name to reflect this fact? Could quotation marks be included?

Thank you for fixing my faulty edit regarding the culverts! There are many bridges over year-round creeks but the vast majority of these are indeed culverts.
