Unfortunately at the moment this is how it connects to the footway. That might change though - the work doesn't seem to be quite finished.

It's pretty close. I think all the houses are done, but there's still some landscaping going on, and at least one road still is unfinished.

Tagging as "highway=cycleway" and "foot=yes" accomplishes this. Legally, you're allowed to walk on cycle paths, so anything listed as a cycle path is automatically shared use.

I just checked this, and routing wasn't allowing Kirk Brae -> Blackford Glen Road. I think I've fixed it now.
