I have been to the Elk Country Visitor Center and it is the large building surrounded by gravel trails off of Homestead Drive. This looks like someone's house on aerial imagery and Regrid lists the owner of the parcel as an individual, not "Government Lands State DCNR" like the official Elk Country Visitor Center. The creator of this building, RideAndDriveTrails, has deleted his/her account.

I remember seeing the hiker and bike badges at the trailhead in 2022, but SGL 103 is not listed on the North Central designated bicycle/horse routes on the PGC website.
