It's common for "streets" (as they are defined according to Strong Towns) to have streetside parking, possibly to narrow the street, causing drivers to be more careful. Pedestrian streets don't always forbid cars per se, but if they're allowed, they are treated as "guests" while the pedestrians are given normal access. |

As for the east, isn't Hollywood Boulevard currently being built? There are a ton of mountains there, forming the eastern boundary of the Las Vegas Valley landform. Wouldn't that, plus the possibility of running into Lake Mead NRA run prevent anything major from being built there? |

The low speed limits, shops lined on their side, and their surface are a pretty good indicator that these are meant to be pedestrian streets. This is further supported by the fact that Tivoli Village was meant to resemble 1400s Europe. Thank you. |
