Added a stop sign. It only stops traffic coming from Black Hawk; Katoski does not have to stop.

Added speed limits to a few roads. Some nearby roads have speed limit changes in the middle of existing Line features. Is there a correct way to split them up so I can set speed limits correctly for each portion?
