Removed an irrelevant tourist marker that was used to promote a business. Added instead a tourist tag to Hinemoa's Rock (set to No) to attempt to make it more visible as a significant point of interest to the local community as a non-tourism attraction.

Added roads under construction in new housing area. Road layout info obtained via a frontage sign on Owhata Rd seen when I visited the area Sunday 5th of May. Will realign roads when OSM images update. Added in new construction area off Mansfield Rd.
