Currently it looks like construction vehicle access.
The submitted plans for the completed site show half of it a cul-de-sac & the rest a cycle path.

Please don't amend the Cotswold AONB boundary. Don't attach an entities to it (residential in this changeset).
The AONB is set by Natural England & should not be manipulated to suit what OSM contributors believe to be accurate.

Stop repeatedly changing your name. It's childish.

"Do not tag incorrectly to suit the router/renderer" etc.

CycleTravel can navigate it correctly for bikes, yet OSRM and GraphHopper can't, so the failure appears to be with them. "To yield better outcomes than" incorrect tagging, contact them to request they amend their rules.
