There's far too much superfluous gumpf in OSM, This tag was only created as polygons were a data form in the early days. Polygons makes is_in tags redundant. The longer the list of tags for an entity the harder it is to find the information required, so increases the likelihood of errors.

Admin/political boundaries change regularly. Is_in tags are added to items other than large boundaries, such as village nodes etc. As you've mentioned contributors copy tags blindly. The "old habit" of copying tags purely because other entities have them does not add value or accuracy to the OSM database.

Do you know any users of the is_in tag?

OSM is geospatially aware. it can be determined what objects are inside polygons.

Because is_in is hard coded, if an external boundary is amended all objects that mow lie outside would have to be retagged.

Please only map what you know & have evidence of.
As a newcomer it would probably best if you mapped within your local area, instead of world wide edits.

Okay. I see where you're getting confused. You're not the first.

Relation routes are journeys that people can take (such as a bike ride along a NCN, or walking the Pennine Way).

They were conceived so that multiple routes could be added to individual ways to avoid conflict.

Prow_refs are _unique_ to a way, therefore do not require a relation.

Relations should be used when other means aren't workable. They shouldn't be the default go-to solution purely to collect elements together in a nice, neat group.

Note: routes are for designated (ie signed and/or documented), not 'where I take my dog for a walk' type of thing.

You're still unclear about why you're the only one who requires relations for GoMaps, Please provide instructions on how to load them.

Note how many prow_refs are on ways around your area: http://overpass-turbo.eu/s/FnK out of a total of 84000 UK wide.(don't run it on a phone).

All data has been transferred, none removed.

You appear to be confused between 'types' & 'roles'. The former is essential.

The quote you provide is correct. All relations are groups of elements, *but* not all elements have to be grouped into relations. Prow-ref tags on ways *is* an "organised whole" as I showed you with Overpass.

Go Maps!! is an OSM editor. Why do you need to load relations? The wiki instructions makes no mention of them. How do you load them into Go Maps?

They weren't routes. osm.wiki/Relation:route
Some were just one or two ways. You were just duplicating data which wich is just wasted time & leads to confusion & errors.
