Hi, On the basis of our driver feedback. We found the entrance of this road to be under construction. If you are going to survey or have local knowledge of this vicinity, please make necessary changes in OSM. Issue: Road is closed for construction .
On the basis of driver feedback, we have also added access=destination for the rest of the road as we have been notified that the road is having limited access for vehicles to traverse at this point. Since we do not have publicly available resources to verify the feedback, we would request the local mappers to please tag it accordingly or let us know we will do it from our end.

It appears that utility vehicles of some variety are parked here on a permanent basis. What sort of area tags might apply here?

This segment between the bridges is currently (December 2018) closed to all access. According to source http://www.ameliaislandtrail.org/maps.html , it was damaged by Hurricane Matthew (October 2016). The A1A bridge is the preferred detour for cyclists, which has separate cycle lanes.

The place has gone or never existed. A user of Organic Maps application has reported that the POI was visible on the map (see snapshot date below), but was not found on the ground.
