Correct sequence of bus stops

Starting adding bus route relations to stops, but there's a lot to be done as the routes only exist in one direction

New bus stops at Parkway station

Updated permanent-ish opening hours for Central Station Simply Food now it's reopened

Speed bumps through Parkway Station have been replaced by pairs of speed cushions now it's a bus route. Minor tweaks to bike parking. More to come hopefully

Remove bicycles:oneway tag, which is clearly an error (possibly an attempt to add a one-way bike lane)
