Added the name to the place=city area. There is also still a place=city node for Morogoro, but having them both seems to be the prevailing way to do it.

Added VETA office and fixed MVTTC entrance roads. Traced houses behind MVTTC, but these are hard to see from the road so I'm not sure how accurate they are.
