This changeset added several thousand fixme tags that are hard to take action on. Could you explain?

This changeset added "fixme" tags to about 6500 nodes. It appears that "select all" may have been used, followed by setting a tag.

Does the bicycle repair station really charge money? If so is it really a shop, or a standalone 24/7 outdoor repair stand?

How about two nodes. One for the shop/showroom, one for the bike repair.

The bicycle_repair_station tag is for standalone, free, 24/7 repair stands. Use shop=bicycle plus repair tags for a shop.

That change, if I recall, was broken into steps. The first step copied the outhouse tag to toilets:disposal=pitlatrine, then the second step was to delete the outhouse tag.

Yes it's open 24/7, and it's outdoors. The name is meant to help identify the place.
Most likely it is a geometry problem as the locations were collected using a GPS receiver and not necessarily rectified back to the air photos.
