surface=paved is for when you can tell that it's paved, but unsure with what. surface=asphalt is a more specific value and shouldn't have been backed out of.

Not bad, but don't abbreviate street names, please. "W Woodhaven Dr" should probably be "West Woodhaven Drive". Computers can create contractions and abbreviations easily but suck at telling "Drive" and "Doctor" apart, for example.

No worries, though we can't use Google Streetview or aerial imagery for sources thanks to copyright reasons. maxspeed:conditional=* is indeed the correct way to tag school zone speed limits, hazard=school_zone to indicate that it is a school zone (since it's possible to have a school zone without a conditional speed limit, and not all conditional speed limits are in school zones).
